Topics getting the most attention in Tompkins County public meetings, ranked by how frequently they come up.
State reimbursement delays on highway projects
The state is taking months to reimburse the county for bridge and road work already paid for, and none of the county's bridge projects are in construction right now. As costs climb into the millions, slow reimbursements could strain county cash flow.
NYSDOT Comprehensive Review
A resolution was on the agenda to accept the state DOT's fiscal year 2026 comprehensive review final report, which relates to state oversight of county transportation programs.
South Danby Road Culvert Deterioration
A Danby resident told the committee a metal culvert dating to the 1800s is collapsing under South Danby Road, has never been inspected by the county, blocks fish passage, and sits under a 55-mph road. She says the whole road's residents share the problem and invited legislators to visit. The committee took her letter under advisement and asked the Highway Director for a status report.
TCAT Board Appointment
A resident complained that Route 14 — the only bus serving West Hill — now ends at 8 p.m. while East Hill gets late-night expansion, leaving evening and late-shift workers stranded. He plans to press TCAT at its meeting.
Pavement Monitoring System for County Highways
The county is buying a $60,000-a-year AI road-condition monitoring system that mounts sensors and cameras on highway vehicles. Members flagged privacy concerns about roadside photography — echoing the recent Flock camera controversy — and questioned paying for two overlapping road software systems.
Airport Snow Removal Equipment Building Grants
A $8.7 million construction contract for the airport's new snow-removal equipment building, funded 95% by federal grants. The new 46,000-square-foot building will free up about 23,000 square feet of existing space for future use.
Federal and State Transit Funding Package
The committee recommended over $16 million in federal and state grants for TCAT, Gadabout, and county mobility programs — new buses, operations, and rider services. Almost none of it comes from county taxpayers; the only direct county cost is $50,000.
Caroline Depot Road Culvert Replacement
A failing culvert over a Six Mile Creek tributary will be replaced with 80% state funding. The county's $324,665 share can largely be covered by highway crews' in-kind work, and design starts now so construction can happen in summer 2027.
Schuyler County Snow and Ice Sharing
After a successful one-year pilot, the county will share snow plowing and road services with Schuyler County for five years — a straight swap of services with no money changing hands. Each county plows a segment near the border, saving both money.
Highway Sign Truck Replacement
A county sign truck was totaled when another driver ran a stop sign and T-boned it; two employees were hurt but recovered. Insurance falls short of the specialized equipment cost, so the county is putting in $36,000 from its contingency fund and pursuing recovery from the other driver's insurer.
TCAT Facility and Funding Future
Two resolutions fix problems the FTA flagged in its audit of the county's transit funding: a purchasing oversight manual for TCAT and a Disadvantaged Business Enterprise plan. Both are needed to keep federal transit dollars flowing.
Transportation Coordinated Plan 2026-2029
GO Ithaca registered 732 new members in 2025 and the One Call One Click Center grew bus pass distribution to 499 passes in January alone, serving low-income, rural, and homeless residents. Members raised questions about engaging long-lapsed members and Cornell's exclusion from the program.
Hines Road Bridge Replacement
The 70-year-old, two-girder bridge in Enfield will be replaced in a $3.376 million project — 80% federal, 15% state, only 5% county. The bridge will also be widened to at least 14-foot lanes so plow trucks can pass safely; construction is targeted for 2028.
ITCTC 2026-2027 Operating Budget
Tompkins Cortland Community College's $34.5 million budget keeps county funding flat at $3.18 million — a 0% increase — while tuition stays the same and adult enrollment surges under the state's free community college program. The county's share will be raised through taxation in fiscal year 2027.
City of Ithaca Parking Garage Closures and Downtown Impacts
Losing the Seneca Street parking garage is a real headache for jurors, grand jurors and court staff — the DA says 200-person jury pools now have nowhere convenient to park. The county is just starting to think about solutions like shuttles.
Schuyler County Commuter Bus Service
A five-year deal lets Schuyler County Transit drop riders at Enfield Park and Ride, Cayuga Medical Center and Green Street, feeding workers and patients into Tompkins County at no cost to local taxpayers. Riders will pay Schuyler fares with hoped-for free transfer passes to TCAT.
Highway capital projects and rising costs
The Podunk Road bridge stays closed while the county tries to find someone to repurpose the old span, and the Cortland Street bridge over Owasco Inlet is in final design with a tight summer construction window. A consultant may be hired for a deeper bridge capital plan.
2026 Road Paving and Maintenance Plans
Highway laid out its 2026 paving and chip seal maps — about 43 miles of chip seal in a two-week stretch — and is exploring AI-powered sensors on 20-25 vehicles for more accurate road condition data. More paving projects are on the map than the budget can cover.
